Section seventeen. The department shall hold documents with the admission, remedy and periodic assessment of all people admitted to amenities below its supervision. Such records shall be non-public and never open up to public inspection apart from (1) upon good judicial order if in reference to pending judicial proceedings, (two) that the commissio
